Shopee identifies Goiás as strategically important in its national logistics plan following an agreement with the state.

The expansion of Shopee's operations in Goiás, formalized through a memorandum of understanding signed with the Government of Goiás this Wednesday (April 22), will boost job creation and reinforce the state's position as a logistics reference in the country. "Goiás was the first state to receive a distribution center, which demonstrates the importance of the state and the recognition of its logistical capacity," emphasized Luciana Hachmann, head of government relations at Shopee.

The expansion of the company's activities in Goiás foresees the strengthening of the fulfillment model, which involves product storage, in addition to expanding the existing infrastructure in the state. "This distribution strategy is aligned with our national plan for logistical improvement, so that deliveries reach the consumer quickly," explained Luciana, adding that Shopee has distribution centers, logistics hubs, and a network of partner points, which contribute to faster deliveries and a wider reach of operations.

The Shopee representative also highlighted that Goiás has the capacity to act as a link in different markets. “Our goal is to connect sellers and consumers throughout Brazil. The expansion in Goiás is strategic because we can integrate our logistics operation with the Central-West region,” emphasized Luciana Hachmann.

In detailing the package of measures, Governor Daniel Vilela explained that it includes simplifying rules for e-commerce, focusing on reducing bureaucracy and stimulating new investments. "The decree addresses the elimination of bureaucratic hurdles that hindered increased investment in this e-commerce market, mainly due to the multiplicity of suppliers, each requiring state registration," the governor explained.

The head of the Goiás state government also highlighted that the measure is aligned with the strategy of modernizing tax management. "So that we can increasingly modernize our tax operations, simplifying them so that the citizen, the taxpayer, has the least possible work, the least possible bureaucracy in relation to the Department of Economy," he emphasized.

Present in Goiás since 2024, Shopee maintains continuous expansion. The expectation is that, with the expansion of the retail giant, approximately 3 jobs will be generated in the next five years. "There is a chain of job creation through the agencies and also the suppliers who are encouraged to be able to undertake and produce in our state using these platforms," ​​concluded Daniel Vilela.

Decree amended
At the meeting, the governor signed an amendment to Decree No. 4.852, of December 29, 1997, to facilitate the simplification of e-commerce operations in Goiás. This measure aims to simplify e-commerce operations in Goiás. Now, state registration is optional for sellers from other states who use distribution centers in Goiás. The measure reduces operational costs and ancillary obligations, especially for companies classified under the Simples Nacional (Simplified National Tax Regime).

The change does not impact the collection of the Tax on the Circulation of Goods and Services (ICMS). This is because there has been no alteration in the tax sharing system for interstate transactions, nor in the inspection mechanisms. Sales made by e-commerce companies are classified as interstate transactions. Therefore, Goiás already receives the ICMS Differential Tax (Difal) and will continue to receive it normally after the change.
